Draft proposal for peace talks with Taliban

As I described in a short article (posted on the voiceover website) there are some efforts from different involved parties in Afghanistan to start peace talks with Taliban and put an end to the long lasted conflict in Afghanistan. Since 2006 president Karzai expressed his willingness to talk with Taliban and he invited openly them for talks. But this proposal was rejected by the oppositions in the parliament and criticized by the Mujahidin warlords in the government.

The approval of high council for peace which was established on October 2010 again showed that the government of Afghanistan and its supporters wants to start talks with Taliban. But the current compostion of this high council is not very acceptable for both sides. Firstly because mostly Mujahidin warlords are member of this council and secondly there is no presence of international observer or representative of international community.

As Taliban also rejected any direct talks with the government of Afghanistan until the time NATO forces are in the country, there is possibility that a representative from the Netherlands government or any organization dealing with peace issues in the Netherlands will be acceptable for Taliban. Last year Taliban officials and leader thanked the government of Netherlands and especially Mr. Mark Rutte for pulling out their military mission from Uruzgan province. And because of friendly approach of Dutch military in the above mentioned province and the impact of their development activities, there is a good reputation among common people and oppositions.
Both sides also expressed that no talks without involvement of international community will be effective and trustworthy.

I strongly suggest that a member of parliament or a person from the peace department of ministry of foreign affaris proposed to become a member of the high council for peace. To fulfill this task there is need to contact the director of high council for peace and the government of Afghanistan and discuss the importance of this issue.
If this proposal is accepted, then there is need to start a research on the following topics to make effective the efforts of high council for peace:

Government of Afghanistan
Is the willingness to talk with Taliban is strong enough and if all cabinet members agree with this?
-Look for capabilities of potential supporters inside the government
-What are the requirements of the government from the opposition if they would like to set for talks?
I-s there enough security insurance privacy for those Taliban who are ready to come for talks?
-Read the materials regarding peace talks (if possible to go through the secret talks if any was held in the past)

High Council for Peace
-See the plan of this council (if there is any) for peace talks. If there is no plan, create together a plan for peace talks and explain all details and mechanism for talks.
-Look the possibilities of any influence of different political parties on the decision of this High council.
-Conduct some FGD to see if there is a positive potential for peace talks among the members of this High Council. -Decrease the number according to their abilities for talks if possible.
-If there is enough funds available for the activities of this high council? Look for potential funders.

Taliban
-Contact different representatives of Taliban to discuss with them the possibilities of talks with the member of this High council.
-See if there is willingness and some potential among Taliban for peace talks with the government of Afghanistan or not?
-Go through the wish list of Taliban for peace talks
-Direct contact with representative of Taliban in another country will be the first steps to get their trust and start the talks.

NATO and International community
-Contact the head of NATO and mainly those who are supporting the peace talks
-Contact different embassies in Kabul (with the political representatives) to get their idea on this process
-To get access if possible to the secret talks materials with Taliban if any held in the past
-See if there is enough security insurance for those Taliban who are ready for talks.

Independent different intellectuals in Kabul and abroad including some tribal leaders
-Contact those who had or have expressed idea about peace talks with Taliban, mainly Tribal leaders.
-See the possibilities of support from tribal leaders. Tribal leaders who are supporting the idea of peace talks can become a member of high council. They can play a crucial role in the peace talks.
-Discuss with them about the possibilities of these talks and potential ways

After conducting all the meetings and gathering all the necessary information regarding peace talks, analyze the possibilities of peace talks and come out with a clear proposal and recommendation.

What is the difference between a human being and a human being?

The week of October 18-25, 2010 the national news in the Netherlands was dominated by the protest of Geert Wilders (the producer of Fitna, the anti-islam movie) against the double nationality of a new secretary of State. In 2003 I asked my youngest daughter, who was almost nine at that time. What is the difference between a man and a monkey? The answer came in a split second: A monkey has more hair! My next question was: What is the difference between a human and a mouse? A mouse has bigger ears! Children can be refreshingly direct. Homo sapiens, the monkey and mouse are almost identical at DNA level. What would be the difference between a human and a human?

We, humans, come from one source, let us call her Lucy. We began as apes in

Africa and evolved into black humans. Black migrants have subsequently

colonised the world. Religion comes also from one source. Jews, Christians

and Muslims all know where to get the mustard (Abraham, Ibrahim). The

archetype of the Redeemer, whether we name him Jesus Christ, the Laughing

Buddha, Santa Claus, the Easter Bunny or Aquarius, comes also from one

source, the Unitive Consciousness.



Wilders fights the Islam, whilst the Islam comes from the same source as

Christianity. Wilders fights double nationalities when there was only one

nationality to start with, for those who are conscious of the connection.

Wilders fights the migrants, while migration has turned the earth into our

home. Wilders portrays migrants as parasites, who are after our prosperity.

The Dutch prosperity was based on the exploitation of Indonesia and the

slave trade. Up till the day of today, the West makes huge profits at the

expense of poor countries. We still buy blood gas (Shell: take the

execution of Ken Saro-Wiwa in Nigeria), profit from cheap jeans from China

or child labour from India.



Why not stop the polarisation, the selfish we-they thinking? What will

happen: The feeling of connection will grow. Why not do our utmost best to

improve the living conditions in the Third World instead of fighting

migrants. People would normally not consider moving because they feel at

home in their own culture and climate. If mankind can improve their

conditions of living and give them hope for a better future in their own

country, migration will become a free choice and an eagerness to explore our

shared world



In the Netherlands but also in other countries, there are beautiful examples

of organisations, who locally help to develop a country. For example, the

PUM in the Hague sends (often retired) experts to assist businesses in

developing countries. A few weeks of effort creates significant

opportunities for the local company and its community for a better future.

It is also a chance to make friends at the other site of the world and to

realise that we are all connected. We share the same nationality, we are

humans.
